The local contractors in Afghanistan are breaching US faith and trust to siphon funds.

The US Army convicted Raymond Azar, Dinorah Cobos, and Gloria Martinez for bribery and conspiracy.
 

Federal authorities had convicted the president of Sima Salazar Group (Lebanese-based Company), Raymond Azar, Dinorah Cobos alias Sarah Lee, an employee of Sima Salazar Group, and Gloria Martinez, an ex-chief contracting officer for the U.S. Army Corps of Engineers with bribery and conspiracy that claims to have steered $150 million USD in contracts with the Department of Defense.

In 2009, all three of them, Raymond, Dinorah and her sister Gloria executed a multi-billion dollars reconstruction contract fraud in Afghanistan against the US Corps of Engineer. The US Army along with CIA and FBI planned a sting operation and Dinorah, Azar, and Gloria were arrested.

Raymond and Dinorah were caught red-handed with the bribe money to a Corps of Engineer. After their arrest, two more names came into the limelight like Gloria Martinez and Tony Abi Saab. Martinez disclosed information about the US defense contract to help her sister Dinorah and her company to procure the contract. In exchange for her favor, Azar used to give Gloria expensive gifts like cars, watches, and apartments. Another person who played a vital role in the conspiracy against the US Army is Tony Abi Saab. The FBI and CIA discovered that most of the shares of the Sima Salazar Group are owned by Tony. Also, Raymond’s company had a close link with Abi Saab’s Tactica Ltd. that was buying arms commercially and selling them to terrorist groups in Syria. Also Tony used to launders the crime money obtained from the terrorists through his shell companies. In 2011, Tony was arrested for standing the trial in the US civil court. He was indicted for duping 5 million USD of the US Army and running shell companies like K5 Global, Bennet-Fouch, Tactica Ltd., and Brixia for money laundering activities.

Raymond got ten years of imprisonment, Dinorah two years and Gloria for five years. But unfortunately the shrewd businessman Tony escaped the jail term due to a technicality in the circuit court and by pleading human rights violation and errors in collecting evidence.
